How to Raise Concerns and File Complaints About Surrey BC Licensed Childcare: A Parent Guide

Surrey BC parents who have concerns about their child’s licensed childcare centre — ranging from minor issues to serious safety concerns — have clear channels for raising and escalating those concerns. This guide explains the complaints and concerns process for Surrey BC licensed childcare, from direct communication through to MCFD reporting.

Step 1: Raise It Directly with the Educator or Director

The vast majority of Surrey BC licensed childcare concerns — about a specific interaction, a policy, or a routine — should be raised directly with the centre’s director or lead educator first. Most concerns are resolved at this level. Be specific about your concern: “I noticed that Marcus had a bruise on his arm last Tuesday that wasn’t in an incident report — can you tell me what happened?” or “I’m concerned that drop-off has been difficult for three weeks and I’m not seeing improvement — can we discuss the settling-in strategy?” Approach the conversation as a collaborative problem-solving discussion, not an accusation. See our parent communication guide.

Step 2: Formal Written Communication with the Centre

If verbal communication doesn’t resolve the concern, put your concern in writing — email the director and request a written response. This creates a record and signals that the concern is serious. Keep copies of all written communications. If the centre is part of a larger organization or chain, escalate to the organization’s oversight level after the centre level fails to resolve.

Step 3: Report to MCFD

If you have serious concerns about child safety, licensing compliance, or unresolved issues, contact BC’s Ministry of Children and Family Development (MCFD). MCFD’s Child Care Licensing branch can: investigate a complaint against a specific licensed centre; conduct an unannounced inspection; issue correction orders; and in serious cases, suspend or revoke a centre’s licence. Report online at gov.bc.ca/childcarecomplaint or by phone. MCFD takes licensing complaints seriously — they are the mechanism for accountability in BC’s licensed childcare system. Inspection results are public on findchildcare.ca.
